Tora Torbergsdotter (fødd på Giske i 1025, ukjent dødsår og dødsstad) var ei norsk dronning og kongsmor. Ho var gift med Harald Hardråde og mor til kongane Magnus II og Olav Kyrre.


Tora høyrde til den mektige Giskeætta. Ho var dotter til arnmødlingen Torberg Arnesson (og med det brordotter til Finn Arnesson og Kalv Arnesson), og dotterdotter til Erling Skjalgsson. Ho gifte seg i 1048 med Harald Haråde som andre kona hans. Kongen var frå før gift med Ellisiv frå Russland. Fleirgifte var truleg ikkje akseptert i Noreg på den tida, og kva som då ligg i det at ho gifte seg med kongen er uklårt, men forhaldet deira var truleg i utgangspunktet eit frilleforhald. Tora fekk sønene Magnus II og Olav Kyrre med kongen.


Etter at Harald Hardråde fall i slaget ved Stamford Bridge i 1066 gifta ho seg men anten med Svein Estridsson av Danmark eller kong Håkan Raude av Sverige. Kven av dei det var går ikkje å seie. Begge giftemåla hennar må sjåast som aliansebygging mellom mektige ætter og kongerike.
